1. Introduction
The Ministry of Transportation (MTO), in partnership with Totten Sims Hubicki Associates (TSH), is undertaking the Preliminary Design Study and Environmental Assessment for Highway 417 (the Ottawa Queensway) from west of Highway 416 easterly to west of Anderson Road, a distance of 26 km. The study limits are illustrated in Figure 1 below. This study is being carried out in accordance with the "Class Environmental Assessment for Provincial Transportation Facilities" and will identify and present solutions to existing and longer term needs for this section of the Queensway in order to enhance mobility and reduce congestion.

The purpose of this report is to document the following:
- The problems and concerns identified to-date;
- The "Alternatives to" the Undertaking that were considered to address the identified problems and opportunities;
- The long-list and short-listed "Alternative Methods" for carrying out the undertaking; and
- The assessment and evaluation methodology that will be used to assess and evaluate the alternatives.
Once the "Alternative Methods" for the undertaking have been confirmed, the report will be expanded to include the assessment and evaluation of each independent group of alternatives and the Technically Preferred Alternative for presentation to the Project Team and MTO Senior Management and subsequently to MTAC, PAC, TTC and the public.
