Highway 417, (Ottawa Queensway)
Preliminary Design Study and Environmental Assessment
from Highway 416 easterly to Anderson Road

The Ministry of Transportation (MTO) in partnership with Totten Sims Hubicki (TSH) Associates Limited and in consultation with the City of Ottawa and the National Capital Commission, is undertaking a Preliminary Design Study and class Environmental Assessment of the Ottawa Queensway (Highway 417) from Highway 416 easterly to Anderson Road.

The study is assessing the short and longer term needs of this section of the Queensway in terms of potential operational improvements and Intelligent Transportation Systems (ITS) in order to improve safety, enhance mobility and reduce congestion. The Recommended Plan includes the following features:

  • Widen to 4 basic lanes per direction from Highway 416 to Carling Avenue
  • No changes to basic lanes from Carling Avenue to Metcalfe Street
  • Widen to 4 basic lanes per direction from Metcalfe Street to Ottawa Road 174
  • Widen to 3 basic lanes per direction from Ottawa Road 174 to east of Walkley Road
  • Significant modifications to the following interchanges:
          - Richmond Road
          - Parkdale Avenue
          - Woodroffe Avenue
          - Lyon Street
          - Island Park Drive (new ramp to Merivale Road with roundabout)
          - St. Laurent Boulevard
          - Bronson Avenue Eastbound

The Queensway study is intended to evaluate opportunities to optimize the use of the existing facility, while providing for the efficient movement of people and goods and reducing gridlock.

This project is following the approved environmental planning process for Group "B" projects under the class Environmental Assessment for Provincial Transportation Facilities (2000) with the opportunity for public input throughout. Three rounds of Public Involvement Centres (PICs) are planned at key points in the study to provide the public with information regarding the study and to receive public input. The PICs will be a 'drop in' format with representatives of the MTO and TSH in attendance to answer questions about the study.

The first round of PICs was held in January 2003 and the second round was held in June 2004. The third round of PICs will provide the public with an opportunity to review and comment on the following:

  • Recommended Plan based on comments received at and following the second round of PIC's;
  • Mitigation Measures; and
  • Advanced Traffic Management Systems (ATMS).

The third and final round of PICs are scheduled for:

Upon completion of the study, a Transportation Environmental Study Report will be available for public review and comment. A notice of submission will be published at that time.
