Howard Avenue-CPR Grade Separation

The CPR mainline crossing on Howard Avenue south of Memorial Drive has caused major traffic delays for the more than 30,000 drivers using Howard Avenue on a daily basis. The implementation of the Vehicle and Cargo Inspection System (VACIS) border screening system has also contributed to these delays, as border-bound trains slow significantly so that their contents can be scanned. Separating the road from the rail line through the construction of a new rail bridge will result in fewer traffic delays and improve traffic flow on this major north-south traffic artery in the city.

Current Project Status

  • The Environmental Assessment and preliminary design study has been completed.
  • Utility relocations, improvements to the detour route, demolition of buildings, and construction of the temporary works have begun.

Next Steps

  • Howard Avenue will be shifted west onto the new detour route in Fall 2009 pending completion of improvements to the detour route and construction of the temporary rail detour.
  • It is anticipated that the new Howard Avenue will reopen to the public by late 2010 with all other work competed by Summer 2011.
