Stormwater Management Requirements for Land Development Proposals

This document is a guidance tool developed to specify the requirements and mandate of the Ministry of Transportation related to stormwater management for municipal development. It outlines specifically what information should be included in stormwater management reports that may be required in support of applications for Encroachment and/or Development and Land Use Permits. The information is for use by consultants, developers, municipalities, other government agencies and MTO staff.

There are a number of ways to navigate this document. For new users, the "Quick Reference Guide" gives a quick review of document content and provides links to the different sections that address the drainage issues identified. To determine whether or not a stormwater management report is required by MTO, go to the section "MTO Approvals".
