Beginner Driver Education in Ontario

Driver Education (DE) System

The Ministry of Transportation (ministry) is implementing a multi-faceted renewal strategy for the Beginner Driver Education (BDE) program. This renewal strategy seeks to:

  • develop clear authority for effective program oversight
  • formalize the ministry's role as the program administrator
  • improve curriculum standards
  • implement a new comprehensive audit program with enhanced IT capabilities

The DE system will consist of the following major components:

  • registration, licencing and auditing of Ministry-approved driving schools
  • licencing and auditing of Driving Instructors
  • student course enrollment and results tracking;
  • electronic student certification process

General System Information

The DE System is a web-based application that is accessed through internet browsers such as:

  • Internet Explorer 6.0 (Window
  • Internet Explorer 7.0 (Windows)
  • Firefox 2.0+ (Windows, Linux, Mac)

Who has access to the Driver Education (DE) System?

  • All licensed Beginner Driver Education (BDE) Course Providers in good standing and their authorized agents are eligible to request access to DE System.

How do I become a Beginner Driver Education (BDE) Course Provider?

If you are interested in becoming a BDE Course Provider, please contact BDE Administrator at (416) 235-5540 or 1-877-235-5540.


How do students obtain proof of course completion?

  • The ministry will be transitioning from the use of paper certificates to electronic certification.; Students who started their course prior to September 29, 2008 will receive a paper certificate upon successful completion of their course. Students enrolled on and after September 29, 2008 will go through the on-line certification process. Students who are electronically certified can obtain proof of course completion by requesting their Driver Licence History. Only the driver licence holder can request the Driver Licence History (DLH), as it contains personal information.;The application form must be completed and signed by the driver licence holder.

  • Students wanting a Driver Licence History should visit the Student Information Guidelines where they will find further information and a link to the required application form.
