Dear Reader :

I'm pleased to present the attached document entitled "Ontario's Carrier Safety Rating and Commercial Vehicle Operator's Registration System Public Guideline." This document was published to help you gain an understanding of the process normally applied when the Ministry of Transportation assigns safety ratings or applies interventions to bus and truck operators.

Carrier Safety Ratings will be of great benefit to carriers and the users of transportation services alike. They will help the business community in reaching decisions about who they will contract for transportation services. Carriers with the better ratings should enjoy a competitive advantage.

Impacted stakeholders are better able to comply with road safety programs when they understand how they work. Publications such as this one help us improve road safety.

The guideline presents issues in a question and answer format enabling the reader to quickly locate the answer to a Specific question or topic of interest. A number of questions regarding Carrier Safety Ratings, Commercial Vehicle Operator's Registration (CVOR) points, violation rates, thresholds and sanctions will help carriers understand the CVOR monitoring system and how their performance as an operator IS evaluated.

The document also contains many useful examples and appendices to further assist the reader's understanding of the program. Please consult the Ministry's web site for future amendments, updates or additional copies of this document.
