Programme de fiducie pour l'infrastructure du transport en commun
Les investissements du quatrième trimestre inclus dans le budget de 2008 témoignent des priorités du plan économique du gouvernement qui comporte cinq points : investir dans la formation et le savoir; accroître la compétitivité de l’Ontario; renforcer un environnement propice à l’innovation; investir dans l’infrastructure; établir des partenariats clés afin de renforcer les industries de l’Ontario.
Avant de faire un investissement le gouvernement évalue les propositions dans le cadre des processus de planification notamment la planification axée sur les résultats et la préparation du budget.
Dans le cas des investissements du quatrième trimestre le gouvernement a mis en oeuvre un processus pour s’assurer que les fonctionnaires de l’Ontario ont fait preuve de la diligence requise.
Les destinataires des investissements du quatrième trimestre doivent se conformer à des dispositions de reddition de comptes qui correspondent aux directives régissant les paiements de transfert. Il s’agit notamment de la présentation de rapports sur la façon d’utiliser les fonds de la possibilité de se soumettre à des vérifications indépendantes et du droit de recouvrer les fonds.
Ces investissements s’inscrivent dans le plan financier du gouvernement qui vise à assurer l’équilibre budgétaire sans négliger les investissements qui contribueront à bâtir l’économie de demain.
